If a candidate falls to obtain a certificate in the

class for which he has entered no bonus will be granted to him in respect of partial qualification in such class.

(6).

Examinations shall be conducted by a Board of Examiners

appointed for the purpose by the Governor.

(7). The examinations shall be open generally to members of the Government service subject to the following conditions:-

(a). At each examination the certificates to be granted

in each class shall be limited to such number as may be prescribed; provided that if by reason of the better qualification of other candidates a Student Interpreter

fails to obtain one of such limited number of certifi-

-cates as may be open to competition in Class III, but

is otherwise considered by the Board to be qualified for a certificate in Class III, the Board shall grant him

such certificate.

(b). Subject to such special exemptions as may from time to time be made by the Governor candidature for Class III

certificates shall be confined to Student Interpreters

and to officers in Grades IV, V, and VI, candidature

for Class II certificates shall be confined to officers

in Grades II, III, and IV, and candidature for Class I certificates shall be confined to officers in Grades

Higher, I, and II.

(c). Due notice shall be given of the date at which an

examination is to be held, and officers who desire to enter for such examination shall forthwith make appli- -cation through the Head of their Department to the Board
